I've been making a female league finally after years of forgetting and my option was to do #2 the easiest way is to pick one of the many random territories that are in OOTP and will never generate a baseball player, assign that nation to female names since it's an omnibus file of women names anyway and let that generate them all. If you want alternatives like more ethnically appropriate names, then letting individual male generated names into the league case-by-case is easy because you can then edit them as you need to.
But doing this allows one to isolate where the female names are coming from and you can keep them out of the main leagues by simply not allow players in or out, which will be my solution when I finally import my women's league into my main universe at some point
