AI ROY voting too low on pitchers

I have consistently seen the AI awards voting overwhelmingly favor position players in ROY voting over pitchers unless the pitcher has a substantial edge. I wish I had thought to screenshot it (and now I am too far in the future to pull up the news article), but I recently had a rookie closer explode onto the scene and win the CY and RP, but finish a distant 3rd in ROY voting. If my memory is correct, he only received 2 1st place ROY votes (one of which was mine) while being a unanimous RP winner and winning the CY. He even finished 9th in MVP voting and had 3 1st place MVP votes. It was a strong year for rookies (the ROY winner finished 8th in MVP and the runner up finished 12th), but it typified the ROY results I have seen.

Often the only votes that a pitcher will receive at all will be my manual vote even when he is comfortably a top 3 candidate. I frequently will see a SP who finished with like 3.5 WAR (ERA in the mid 3s, 180+ innings) finish a distant fourth behind a 2 WAR OF who had 400 PA with a 110 OPS+.

I realize there is some randomness to how the AI voting plays out, but it feels like it is skewed a little too far in favor of position players in ROY voting. Even if they aren't connected, I feel like players shouldn't get more 1st place MVP votes than 1st place ROY votes (no other rookie received 1st place MVP votes that year).
