35 seems too low to me, but 40 is manageable, you can impose a maximum number of pitches as they will not be effective once he is exhausted, you can also set the pitcher NOT to face the lineup for the 3rd time.
I would only make this decision if the pitchers really have good ratings, and I have an extremely strong bullpen, because if not, I would prefer starters that have more stamina not to have such dominant ratings and use both pitchers you mention as relievers, possibly as stoppers.
In my case, unless they are top 1 or 2 starters, I prefer to have starters with this type of ratings:
Stuff between 45 and 55
Movement greater than 55
Control greater than 50
Stamina greater than 55
And that they have 4 or more pitches, these types of pitchers will give you a lot of stability.
