I would say yes. I don't know the ratings of the pitchers you're talking about, but assuming that the ratings check out, if they don't walk guys that stamina rating should get you 5 innings from them as an SP. That would translate to 160 innings on the season, which is probably double what you'd get from them in a relief role..... So my short answer to this would be YES.

A few things I would be conscience of though... I'd make sure they have good control ratings. If the control is shaky and they walk a lot of hitters, all of a sudden pitch counts rise and getting 5 innings out of them becomes far more challenging. If you can't bank on 5 innings from them more often than not, then I would immediately change my answer on this. I'd also make sure the other starters in the rotation had much better stamina ratings just to balance out the beating that your bullpen takes. And lastly, I'd make sure you had at least 1 if not 2 guys in the bullpen who you felt good about going multiple innings on the days that those guys started.

Would also try and stagger them a bit in the starting rotation for it wasn't back to back games where you were putting heavy innings on the bullpen.
