Lightbulb All the Teams!

I am thinking about starting an alternate history game around 1980 where none of the teams go away. The main thing I am interested in is not having any teams relocate, but still having an expansion team in the location they would have relocated to. For example, Minnesota wouldn't lose their team in 1993 but Dallas would get an expansion team. I would want to rename the North Stars to the Wild at that point too.

Future expansions that overlap with existing teams (like the Wild example above) would be ignored and relocations like Atlanta to Winnipeg would be skipped since Winnipeg wouldn't have moved in the first place.

The descriptions for the various team activation/deactivation/rename options (http://manuals.ootpdevelopments.com/...toricalediting) aren't entirely clear, or at least don't explain how I could accomplish this. Here is what I think I would have to do:
  1. Disable the Team Deactivation option to make sure teams don't drop out.
  2. Leave the Team Activation option enabled, since I want new expansion teams, except when a new team would overlap with an existing team. This gets tricky in 2000 since I would want Columbus to join the league, but not Minnesota.
  3. Leave Update Team Names enabled?
The part I am most confused about here is that there is no option regarding team relocation. Since teams retain their history from the previous location, it looks like it's just considered a name change. Deactivating the team at the old location and activating a new team at the old location would imply that the team history gets lost.

I presume that I will need to manually add teams (like the Dallas Stars in 1993) from time to time. Is this practical in the middle of a game or can this only be done when a game is started?

I am also thinking about having enough players for all the teams, but shortening the draft a little should help with that.

Has anyone else done anything like this, at least in part?
