Make sure you're on July 1st when you do all this:
Go to manager options, Check "enable comisioner mode" and enable Historical editing
(While you're there you may also want to uncheck all teh historiccal editing stuff)
Go to the league's drop down menu and click edit at the bottom of the list.
In the rules tab, you can change the number of games.
In the structure tab you can delte any teams you want. This will release all the players into free agency. (maybe start with a small league to mitigate that problem)
You can also add the historical teams from here by importing historical team
