I have no experience with messing with it, but perhaps a solution (or at least something to test) would be to change Pitcher Stamina - under League Settings > Stats & AI > General Strategic Tendencies... I think you'd have to change it manually for each year (at least when you get to the era where SP's no longer routinely pitch in to the 6th inning...).

I don't know if this will actually affect pitcher ratings as to how many pitches he can throw - which is what you need - or whether it will merely affect recovery time - which is not what you're looking for. (I think a pitcher's stamina rating affects both of those.)

For 1992, the setting is Normal. So maybe you could try changing that to Very High and see what happens... Also, on the same panel but under League Totals is Starting Pitcher Stamina. I know very little about monkeying with those numbers, but I think if you lower a number like 1.000 to .900, that essentially increases the value by 10%. Though again, I don't know if this affects how many pitches a pitcher can throw, or how quickly he recovers, or both. I think it's both but not sure...
