I thought a few other teams would be more competitive, like the Reapers. I did not expect them to be a playoff team, but I did expect closer to a .400 win percentage than a .200 one. As I have mentioned, an ideal range is for the top teams to be around .600 and the bottom teams to be around .400. I am not getting those results even with the 125 Talent Change Randomness.
Again, I have to remember that the short-term returns are not as problematic as the long-term returns. When I used a test sim into the future, every franchise seemed to have its turn at some point. Based on the minor-league ratings, there are some teams that are either going to get a lot of talent coming up soon or they'll trade those prospects away for trusty veterans who will make them competitive sooner.

I have a background in statistics, and the number one, golden rule they always emphasize is you can't tell anything from a small sample. In short, you can't tell anything from one season. It's why it's not a lie when I say I'm genuinely not concerned in the slightest the Cardinals are having the worst season since I was born. It's just one season.
I think you have a very good structure for creating dynamism in your universe, which is naturally going to even out things over time. Generally that's why I'm a fan of the financial system, though this being such a custom universe I'm 100% on board with understanding why it's not at play here, but if you're still concerned you could add in another category of "events" you roll for to simulate financials without actually using financials, merely because the more events = the more the leveling effect will become.
Apologies for not commenting much lately, BG3 and now Starfield have been distracting me. Seeing as Starfield is basically Fallout in space (and obviously a Bethesda game) I think you'd really like it. It's got an optimistic tone that's missing from a lot of current media that's quite refreshing, and I know you've said you enjoy that.
