Mentioned the same thing in other 'not Top Tier' level leagues in europe (Hockeyallsvenskan, DEL2, even DEL) in FHM9.
I think there is something broken in the FA logic that keeps nearly every NA player out of FA market in August. It should get better later in the year (September, October).

If you play in Top-Tier Leagues in Europe (SHL, NL, Liiga) it´s better but not perfect.

Let´s wait for FHM10 if there is any change here.
