I moved the Coyotes to Houston, but they are still building a new arena in Tempe. Can this build be cancelled some how? If not, will the team automatically be moved into the new building upon completion?

I know I can edit the arena back to Houston if needed, but I'm wondering about the cost incurred for the building of the new arean that I won't be using.
