I have good news for you. This was changed in OOTP years ago, and the development engine takes over for players whose stats run out in the database, even if development is disabled. This happens with recalc turned on and development disabled, and if you're not having players retire according to history. So, you can just turn off development now, if that's what you prefer.
Here is a quick example of what happened with Harry Chase in a game that started in 1919, which was his last season with the Giants and his last season in the database. The first image shows his ratings when the game was created. The second image shows his ratings two years later. He will continue to decline, and probably pretty rapidly, especially since he's 38 years old now.
I pushed for this and eventually got Markus to add it to the game a number of versions ago, so I'll take at least partial credit.
