Well then recalc only doesn't work. Explains the default to recalc with dev. There should be a note to enable retire according to history if dev is disabled.
Here's Koufax in my 1951 - 2008 game on OOTP 21 with recalc and dev. I didn't have save scouting enabled. In my current save he was effective through 1973.
