I am certain I have seen this pose before. Looking at the full photo, I don't believe it is a rev neg. The billboard ad on the right side of the scoreboard, while not quite readable, makes more sense un-reversed.
After searching Senators players from 1912-15, the years in which the team wore the hats shown in the photo, I found the image I was remembering. While not the exact same photo, the background scoreboard, player standing in the outfield, and head-tilt, as shown un-reversed, match a photo identified as Lefty Schegg, who had just one more game and four more innings pitched than Herring.
