I think I found the root of the issue, which is a programming . . . decision???
I changed the CBO to be 18+ as a rule since I wanted to avoid the bad teams sending their 23/75 rookie to the CBO team, which I have noticed happening a few times. I want those players to play at least a couple of years in the minors.
I set the MML to also be 18+, the BMU to be 17+, and the GBRL to be 16-21. Well, OOTP made it a rule up and down the board that all 16-17 years olds are ineligible to play in the CBO or any of its affiliates. Therefore, all 16-17 year olds drafted were cut.
I found a faster way to figure out who was cut and what team they belong to by going to individual teams' transaction logs. I am just manually clicking on each player and moving him back to the proper GBRL team.
I also removed the age rules since they are not working the way I intend. Better to have a few prospects "ruined" rather than having to manually adjust and monitor rosters each season.
