I think you misunderstand what the Hall of Fame is. It's a private for-profit company. While almost 100% of the people who work there love the game and especially its history, the owners would turn it into the Cabbage Hall of Fame tomorrow if that would make more money.
They do NOT buy anything and they do NOT sell anything and they certainly do not give anything away. It always makes me sad when you see players giving away their game-used stuff for "exhibition" there knowing that almost all of it will go into storage, if not immediately then within weeks.
