Are you using development in these games or recalc only? Also, by any chance, were these games created in OOTP23 or an older version of OOTP24? There were some major issues with minor league player ratings calculations in earlier versions of OOTP24, where players with great A level or AA level stats were getting MLB-level ratings. This was tweaked and mostly eliminated in later versions, but I've still seen a few cases here and there. Also, if you're using development, you're always going to see career minor leaguers develop and do better than they did in real life, but I'm assuming that you're using recalc.

Even if you're using recalc and it's a newer saved game or you're using a newer version of OOTP24, you could still see a fair bit of these results. I posted some details on this in the main forum, but, if these are players who had quite good AAA stats in real life, then this is going to happen. They will have good MLB-level ratings, and the AI doesn't discriminate based on whether they ever made the majors. It's going to go with whoever has good ratings and recent stats. That's where your settings for current, last-season, and two-years-ago stats come into play. If they're posting really strong simulated stats in AAA, that can potentially influence their opportunities, and if they get to MLB and post good stats too, then the AI will be more likely to use them regularly and keep them in MLB.

I use 70/20/5/0 for my AI evaluating settings, and this helps make sure that things are overwhelmingly based on ratings and not based so much on stats, especially for the previous season and two years ago. It puts the AI on much more equal footing with the human GM in terms of evaluating who truly has the most value from an OOTP performance standpoint. This doesn't necessarily address what you're seeing, though, unless your stats evaluating settings are contributing to this.
