The number of international scouting discoveries reverted to insane levels in this version. The minimum is 8. If you have a 25 person US draft, that equates to about 25% foreign rate at a minimum - ie, not counting any free agent foreign amateurs. If you go to the default level (16 per team), that is 39%of all players just on discoveries.

For a purely modern perspective, 8 per team (not 16 or 32 or 64!) is doable. You can get to 28% or so foreign from there. But in historic sims, it makes no sense at all. Versions 22-24 had a logical approach. Does anybody else see this as a problem? Am I alone in trying to keep a quasi realistic foreign percentage for historic sims? I know there can be work arounds, but why?
