The "generate international amateurs" does scale to league size (you can select I think 2x, 4x, 6x or 8x). You can always also just create any number that you want fairly easily by creating X number of players.
However, the "international amateur scouting discoveries per team" - which places players directly to a teams international complex - does not. The fewest number of scouting discoveries in OOTP 25 is 8 players- which is a lot. in prior versions it was 1 or 2, then 4 before getting to 8 I think. The new approach is very impractical and makes "international amateur scouting discoveries per team" more or less unusable until you get into the 2000s.
I think it was probably a mistake to revert to such a high number of scouting discoveries and hope they fix it when they get a chance.
