Have not yet rebooted computer again, but will also try that. Nothing else was running (active/open) the last time other than Windows Explorer.

I had no problems converting 6 different leagues from 23 to 24,except for the Japanese league changed to South Africa league problem mentioned above in 2 of them which I found out is because of a licensing issue. The biggest league of the 6 dates all the way back to OOTP 6 with 77 played out years and is over 46 gb in size.
