I think it's not just Use of Relievers, it's probably the Hook settings for starters and relievers you'll want to adjust, relievers especially because starter IP is a thing that's looked at when the game creates LTMs at the beginning of every year (and so regardless of your starter hook settings those should usually come out about right).
