Hmm... that *may* be by design, as the game should assume that the vast majority of low/high pBABIP is due to luck. You're not actually inserting pitcher hits allowed into that equation so by default if it's running those calculations it *should* give you a 110/average rating.
I did log this as a potential bug just in case but the more I think it through the more I think this might be it working as advertised.
