Are the rules for the Rule 5 draft dynamic?
I have a custom fictional league where I've changed some rules for service years required for FA eligibility. Do the Rule 5 draft eligibility rules change according to certain settings or will they always be the same? If so, what are the exact rules for a player to be considered eligible? Thanks
