For now, we only have turn on/off option and number of players in option
but I hope I can adjust chance of succese rate or how much increase/decrease their ratings.

I want global development speed set to 0.35 and but increase dev lab's overall performance.
so players more affected by dev lab.

I thought this is sandbox game, isn't it? this will be cool.
