I agree with that. I think bullpen cannot be better than starter, too. but the problem is - scouter should not say 65 bullpens are not a Closer.
They are even say 70 bullpen CAN be a Closer. He never say he 'is' Closer.
What's the point say like thay if there are no more 65+ reliever in a league.
and still we have remain one more problem that ratings are changed between SP/RP. If we decided to scouting all players in the same time, not each position, I think rating shouldn't be changed when change their roles. It just gives confusion.
I'm okay with both new/old rating system, both are understandable, but dev should be clear where they want to go for now.

beside, I also think this is kind of a bug that I could find 4 of 70-80 Closer from International FA last 15 years, but no prospects reached 70-80 in RP/CP last 15 years. I can't see even 75+ stuff for reliever.
Every players who I found have 2 pitches with 75/80 stuff and max 35 stamina so they were born to be Bullpen pitcher.
