I am 99% sure it's just random.
In all of my years with OOTP I always start with my scout settings all on default and then just tweak them when needed as I progress - and I've always got a good mix of different positions with their international discoveries.
My guess is the coin might have flipped heads for you a few more times than expected if you had a large run of pitchers, because I'm fairly certain that the discoveries are random positions.
