Then I saw OOTP lists a guy called Hyo-Jong Yang in the Cardinals minor leagues, and he has the same stats (2022-2023) that Cho produced. But he has a different name and different DOB.

Under Korean law, Korean citizens need to have their names randomized. If he were under the MLBPA license, he might be okay - I forget which controls. But he's not covered by the PA yet for OOTP purposes, so randomized he is. There are threads out there with more detail on it.
