I have been playing in the WHL and get messages saying a player is being shopped by his club. Some of them when I look at the player and decide I want to try to trade for him, I have the "Make Trade Offer" in his action menu. On other players, that option is replaced with "Offer Contract" which, when selected, tells me I cannot offer him a contract because he is already contracted to another team.

I think the issue is whether or not the player that is being shopped has an NHL contract. The players that so, even though their WHL team can trade their rights still, give me that "Offer Contract" button. I can still trade for them through negotiating a deal on the normal Trade page, it is just sort of annoying to have to navigate there.
