For me it seemed like a mismatch between versions. Like I had uploaded in version 23.5 build 57, got an update, and downloaded in version 23.5 build 58 (or something like that -- a version mismatch). Anywho, I rolled back a version and restarted, it barfed out a bunch of warnings, and then redownloaded my old team info which I was able to change.
If you go to Perfect Team Settings, under Automatically Submit Team, it will show when your last submits worked.
I'm not sure why I was continually getting the "team submit was successful" popup after submitting when it, in fact, wasn't. Anywho, I hope that helps.
