Player generation can't be adjusted in custom games right now, other than using the Rookie Draft Nationalities (league edit screen, bottom-left on the Info tab) option to adjust which nationalities create rookies (if the league has any junior leagues linked, you have to edit the junior league's settings instead of the main league.)
