It's not that other players are performing above expectations. It's that there are fictional players in the game who have high ratings.
Prior to the season OOTP runs simulations of the upcoming season using the LTMs for that year. It looks at the league totals and then adjusts the LTMs so that they change player output to achieve historical league totals.

The LTMs accomplish this when overall league talent and player usage matches historical. However when league talent doesn't match historical LTMs hammer total output into historical numbers which means individual players may not be rated to perform as they did historically.
I wasn't around years ago when this started but part of the problem might be erroneous human expectations. It seems people wanted to change the inputs (players, strategies, lineups) yet still expected league totals to match historical. Early on it seems the game was judged based on its ability to produce overall numbers close to historical.
This perception error is encouraged by the inclusion of the historical accuracy evaluation in saves where it should not be expected that OTTP produce historical output.
Your experience shows the downside of allowing fictional players into MLB. What did you expect to gain from this? Have you achieved it?
