64-Team Super League Idea: Will This Work?

Want to do a large North Carolina state association and have a few questions. Would appreciate some help!

My idea:
* Have 64 teams total. Divide them into four separate 16-team leagues based on market size.

The "Class A" league will feature the largest market teams like the Durham Bulls, Raleigh Capitals & Charlotte Knights. The Class B & C leagues will have smaller market teams like the Reidsville Luckies, Holly Springs Salamanders and Goldsboro Goldbugs, while the Class D league will have the tiny market squads like the Elkin Blanketeers, Landis Spinners and the Snow Hill Billies.

I will have financials on with each team's budget based around their market size. Maybe $5-10 million budget for the biggest squads. Something like $250-$500K for the smaller teams (still need to work that out)

QUESTION 1: Is it possible to draw players for all four leagues from the same pool? I'd let to set up single draft with all 64 teams each year (with a lottery system benefitting the worst teams from each level). I don't mind manually entering the draft order if it comes to that ... Obviously the small market teams can't keep the superstars long-term but it would be neat to see them draft budding superstars and keep their rights for 4-5 years before they get snapped up by the big teams...

QUESTION 2: Can I -- and how do I -- set it up so that 75-80 percent of the players come from North Carolina, with about 10-15 percent from surrounding states and maybe the last 5 coming from anywhere and everywhere around the US and world?

Lastly, I want each of the four leagues to crown their own champion after a 120-game regular season. But after that I want to have a Super Tournament where all 64 teams compete for the true state title. Even if I have to seed and draw up the brackets manually I don't mind. I envision an Indiana high school basketball type format -- 64 teams. SINGLE ELIMINATION until the semifinals and then best of 3 for the last two rounds. Can the Snow Hill Billies win it all?!?!?

QUESTION 3: Is it possible to have two layers of playoffs like this - each league having their own playoffs and then the super tournament?
