While sometimes a mystery, I can see the correlation between playing with Owner Controls Budget and Owner Goals on.

If you choose to play "Full Revenue Available" (turning off Owner Controls Budget), how do Owner Goals impact the game? Or do they anymore?

And does it then matter whether Owner Goals are on/off in the settings?
