Not seeing this at all in my standard MLB game. Overalls go up, as they should, when lower level players are set relative to any minor league club.
If I set relative to "rookie ball' almost every player has 80 potential. Go up to A and there are still a lot but less than on rookie. Move up to A+ and that trend continues, ie less 80 ratings but still quite a few. This holds true for every step up I take. With v25's new expanded ratings model the low level clubs have become more accurate in my game, not less.
Perhaps a pro\rel league issue?
