It's important to have the right perception about scuting accuracy with prospects. In the draft, expect to be wrong. Even with a top-5 pick it's a 50/50 shot you get something above average. By the end of the first round it's pure luck and getting worse.

maxed out amatuer scouting and 10M budget? still a crapshoot.

age helps. an 18 year old is more likely to give a false positive than a 22 year old, but also the 22 year old is not as likely to have as high of potential if the scouting is actually accurate. An 18 year old is likely to lose some potential by the time they are 22, but not all, so those "peak" players are often high school players, but not alwys, and TCR will have a say in that too.

i think if you made a pretend league just with defualts and no customization, but turn scouting to 100% at the draft... take a peak at it sorted by potential. Then go change the accuracy to normal or less and re-scout, then go look at that draft list again. the number of highly rated players is 10x, lol. That's accurate to real life. lots of false positives. Truth is we are terrible at scouting young baseball players. As metrics improve, we will improve, but the human eye is absolutely wretched at this evaluation and the game mimics that with the ratings.

LOL 16 year old scouting discovery or IAFA? Even if the ratings are accurate, there's a big chance those potential values drop before they even hit A-ball.

All you can do is pay attention to the highly rated players and hand-tailor their development as best you can. when the ratings disappear, stop putting any effort into them. maybe try to trade in hopes other team's scouting didn't pick it up as soon as your scout did. it's worth a few trade screen checks with various teams to guage interest. If you find a sucker, unload him ASAP.

Most do not pan out. Some are decent but nothing like you expected from early potential ratings.

try different ways of picking out well-rated players with top draft picks. it may still be best to sort by potential early on, but as you pick guys with obvious holes later in draft, go for something that stands out. like power for hitters or movement for pitchers. Recognize that younger pitchers are likely to add some velo and that can change a middling stuff to above average or better very quickly. if your current methods are failing, try something new.
