The first Lancaster club of 1884 started the season in the Keystone Association. That club dropped out in early June. The Lancaster Ironsides, which had been playing as an independent club, was then able to join the Eastern League. Do we know for certain this club is the club from the Keystone Association? If so, there is a very limited pool of players, and the photo was most likely taken in April or May. A roster of the club was printed in the Lancaster New Era on March 15, 1884 (pg. 4). It lists:
Jos. Hofford, Geo. Wetzel, James Harris, Harry Richardson, P.J. Smith, John W. Hyland, Frank Parker, Charles C. Waitt, Edward Sixsmith, A.G. McCoy, Edward Peek, and Crowley, "a brother of [Bill] Crowley of last year's Athletics and this year's Bostons. Wiatt and Wetzel of that list played in MLB.

It's definitely the 1884 Lancs, I've worked on this one several years ago. Charlie Waitt is in the back row, 2nd from the right along with John Hiland, back row, far left. Chick Hofford is in the front row, left. There are a lot of players I don't have exemplars for on this roster that prevented me from going too much further. The Lancaster Historical Society didn't have any information on this photo when I last reached out to them.
