Toronto will definitely be in the league soon, most likely the next expansion in 2029. I ended up adding Montreal and Vancouver a bit further down the road in 2044 in my San Diego playthrough, however, I am not following the exact history that save took as I will be planning things out based off attendance and other world events so there may be a possibility for relocation there.
