Just to clarify, my experience is that player's coming OUT of the lab do have a current scouting report - at least my most recent crop did - but you are correct in suggesting that if the last one prior was years old, then it's hard to say how much lab effect there was (positive or even negative).
Based on this thread, I will hopefully remember to "request a scouting report" of every player I drop into the lab.
