tem316, I just ran from 2003 into 2006 and had Montreal become Washington. So, let's check the file itself (I assume you are pointed at the default /stats folder and not running an alternative database that may have a different Teams configuration). To check the file that OOTP uses to move the teams, go to the OOTP Main Start page. Click "Settings". When the pop-up comes up go to the Troubleshooting tab. There will be a button saying something to the effect of "Open folder with customizable data". Click that. Go to the /stats folder and open it. You will see a file called "Teams.csv". Open it. Scan down to 2004 and into 2005. The Franchise that was Montreal should become WAS.

The other thing to check is in the Settings. When you start a game in the Historical Wizard, ensure that "Enable Automatic Expansion" is toggled on (right-hand side of Step 2). Otherwise, team movements and expansions become manual actions. Here is a screen shot of that setting in the Wizard and a screenshot of it once a game is started (left-hand side, in case you want to check this for the games where the Expos stayed).

As you can see from the description in the Wizard, "Historical Auto Expansion" controls more than literal expansions like Florida or Tampa Bay - it also controls team nicknames and city moves. So, my guess is that your games have had this unchecked.
