NBBO & APBL COME TO AGREEMENT ON MOVEMENT
APBL CLUBS MAY PURCHASE CONTRACTS OF STAR NBBO PLAYERS DURING OFFSEASON
NEW YORK CITY (Nov 11-14, 1870) - The last major point of business during the Autumn Meetings was one involving both the NBBO and the APBL: the transfer and movement of players between the two competitions.
Near the end of the third day of meetings, a consensus between the now sixty clubs present was reached regarding the topic of players who wish to move back and forth between semi-pro and professional baseball.
The points of agreement:• There shall be one calendar to keep track of the amount of time a player has spent in organized baseball: Senior Roster Service Time (SRST). The number of in-season days a player has spent on an NBBO club’s Senior Roster shall be valid if he moves to the APBL, and vice versa. The time accrued will never reset to zero.
• Players who have reached the end of their contract in both the NBBO & APBL after gaining the required SRST will be considered “Free Agents”. If signed by another club, the player’s club of origin shall be entitled to monetary compensation from the signee.
• Clubs in the NBBO may offer up any of their non-amateur players to clubs in the APBL during the winter “off-season” still under contract, if mutually agreed upon. The player shall be “posted” to the Player Transfer Market, and the APBL club that signs him shall pay his club of origin an amount of money equal to the value of his contract.
• No players may move between clubs or competitions during the season unless granted their release by their club. Players may not be directly traded for one another, and players may not be transferred during the season. A small minority of clubs had raised the idea of being able to trade players for one another (NOTE: in real-life, the first trade happened in 1886.), but the idea was quickly tabled. Aside from that, the agreements came without much issue even if they did take a few days to iron out.
It was yet another important series of regulations to be put in place, and it was a set of regulations that could immediately prove beneficial for clubs in both competitions.
