Cause for example, if you send a veteran player, who is fully developed to like movement, control, power, gap, eye, ect. type programs, a successful will not give you any return on your program. You would need an outstanding result to get a potential boost to help improve your player.
Also, making sure you have a good coaching staff and making sure players have positive personality traits also help in getting better outcomes.
Using the programs I listed above on players that actually need the development like prospects, will give boosts in them programs, and only a successful outcome is needed to see an improvement.
