Last I checked there were some issues with the calculations (that will hopefully get fixed in a later version), but
this spreadsheet might help you figure it out. First, select "File > Make a Copy" as I've protected it. The next thing you'll want to do is to check your settings in the game (Lg > Lg Settings > Financials > Team Owner Controls Budget?) as to whether you're using entire revenue available (ERA) or owner-controlled budget (OCB) and then enter your data into the appropriate sheet. The formulas in D22 and E23 should help you see how the "money for" numbers are being calculated.
EDIT: Also, I made it using OOTP25. I don't know if anything changed from OOTP24.
