Absolutely.
If Mike Piazza can go from a 0.5* potential 1st base prospect drafted in the 63rd round to a 5* perennial all-star catcher, then why not?
If "can't miss" 5* potential prospect Todd Van Poppel can become a 1.5* star bust, then why not?
Do these extreme examples happen often? Of course not. But if you "reroll" player careers, there should be variability. Talent change randomness is part of the mechanism to do that.
