For editing the Rules of your minor league you will want to go to League Settings --> Rules and choose the minor league from the drop down in the top-right.
Other potential roster rules are "Pro Service Time Limit" (the most likely culprit), but there is also a "Foreign Players Limit" option also plus of course Age.
