It is a template, to use put extract it into the world templates folder inside your customizable data folder.
Start your game and them in global settings go to add template and select my template. |

These 2 were very high on my list, along with Cuba, adding real players to the fictional Japanese template aNd slight possibility of Italy since Baseball Reference has 2024 stats.
