Historic Expansion Rules Not Applied

I am playing a historic game, and I just lost 5 players in the 1992 NHL expansion draft, which is confusing and frusterating. The official rules as per NHL.com are:

* The Ottawa Senators and Tampa Bay Lightning each selected a total of 21 players, with a maximum loss per existing club of two players.
* Each existing club was permitted to protect 14 skaters and two goaltenders. Players who did not have more than two years of professional experience were exempt from claim.
It is hard to strategize for the expansion draft when it doesn't follow the historic rules, and the rules aren't visible in the game.


Why aren't the rules being followed? How can I find the rules for the 1993 in game draft so I don't get screwed again?
