Development risk difference between OSA and Head Scout

I notice that when viewing the player ratings from OSA scouting and my Head Scout, there is quite a big discrepancy between the Development Risk of players. For example, many times OSA might have a player's development risk as 'Extreme' or 'Very High', but my head scout might have the same player's development risk as 'Low' or 'Medium'. I've noticed that even for young players and prospects, OSA will show a lot of high, very high, extreme, and the Head Scout will have the same prospects as very low or low.

Just wondering if this is intended or if it is related to the head scout's ratings or preference like favor tools, favor ability, etc.
