Fictional League with Real Players

This is my first time posting here! I’m sorry in advance if this is wrong place or wrong way to ask my questions. I’ve been a member of the forum and scrolled it but never asked anything.
I posted this on Reddit (where I’m much more active) and was directed here.

So, I am putting together a fake world- with real players. So I know that I have to do a historical save, start it at the year I want, add my new league, and then delete the MLB out of it.
I have a couple of questions:
Without getting too indepth, I am going to try and sum up my questions as easily as possible.

1. How do I ensure that I don't have randomly created 80 ovr's running the league. I plan on having 3 leagues total. 2 to start, with those two splitting in half and forming one league - while the lower tier teams stay in their 2 "minor" leagues. Essentially indy ball teams. EDIT: I want to only have real players who played in real life, in the game. I don't care if they were horrible in real life and then become great in the fictional world - I just mainly do not want created players ever ruining the world.

2. How do I Modify the stats to ensure that players aren't hitting like 70 homeruns in 1890. I have tried historical saves in the past, and for some reason I always end up with created players running the league, and guys hitting 150 homeruns by 2000's.
