If I'm using a platoon, I usually try and counter the issue you've raised by adjusting the player's individual strategy in the way shown below. The more aggressive I want to counter this, the further right I nudge the slider and I further granulate it by using the slider above it as well.

You need to be careful, however, because obviously you only have one bullet per player with PHing so you need to make sure you fire it when you want to and only then. this is where the "min inning" setting is useful.

Tough to get it absolutely spot on other than playing out every game but I think OOTP does a pretty good job of it.
