If I was wanting to improve the caliber of scouting discoveries, should I increase the international or amateur budget?
I was assuming amateur refers to the rookies in the draft but these discovered players are also amateurs.
I was also thinking the international budget refers to only the International Free Agents but these discoveries are all foreign born.
