Taking to account what i see in standard games is that at the moment when clubs starting to sign most of players to one year contracts (due to I believe lower potential ability than at beginningof the gane), transfer number start to fall. Maybe the case here is also that sometimes a lot of lower league clubs are in highest league (after some years e.g. 2040) for given country and this fak it out somehow too.
This case is very similar I believe what is seen in custom games in game beginning where contracts are also one year mostly
